You prepay in $5 credit blocks. Each post costs $0.10 and is deducted from your balance. When your balance drops below $1, your saved card is automatically charged another $5 so posting never has to stop mid-flow.
Publishing pauses automatically until it's resolved, and you'll see exactly why in your portal's Billing page. Nothing dropped into Dropbox is lost - it publishes as soon as billing is fixed.
